Artículo 1°.- La prevención, rehabilitación y equiparación de oportunidades constituyen derechos para la persona con discapacidad mental y deberes para su familia y la sociedad en su conjunto.

Es deber del Estado coordinar y controlar el desarrollo de un sistema mixto de participación pública y privada, adecuado para apoyar a las familias en el cumplimiento de las obligaciones señaladas en el inciso anterior.

El Estado deberá también velar por la prevención y el diagnóstico precoz de la discapacidad mental, además de crear, financiar y mantener sistemas de subsidio, directos o indirectos, para las personas con discapacidad mental provenientes de familias de menores recursos o para éstas, con el objeto de hacer efectivos los derechos y deberes que consagra el inciso primero.

Article 1°.- Prevention, rehabilitation and equalisation of opportunities constitute rights for those with mental disabilities and duties for his family and society as a whole.

It is the duty of the State to coordinate and control the development of a mixed system of public and private participation, adequate to support the families in the fulfilment of the obligations indicated in the previous paragraph.

The State shall also watch over the prevention and early diagnosis of mental disability, in addition to creating, financing and maintaining direct or indirect subsidy systems for persons with mental disability coming from families with less resources, with the purpose of making effective the rights and duties established in the first clause.
